The Parcel to be Developed

Parcel Tax Number

 The property identified as Delaware County Tax Parcel 13-00-01051-01 lies at the center of the proposed Shoppes at Concord development. Since 2007, this parcel has been subject to a complex and evolving regulatory history, making it a central issue in ongoing land-use proceedings involving multiple municipalities, residents, and legal counsel.


The developer is relying on approvals tied to site plans that bear no material relationship to the current land development proposal. The sewer permit being cited is nearly 19 years old, and several environmental permits contain inaccuracies and deficiencies because they were issued for land development plans that are no longer in effect. As a result, these approvals cannot reasonably be relied upon to support the present proposal.

The 3 Deeds

 There are three public deeds for this property (2003, 2009, and 2024). The 2003 and 2009 deeds state the land lies in both Chadds Ford and Concord Townships; the 2024 deed references the same land but omits Chadds Ford.


Although most of the parcel is in Concord, a defined portion extends into Chadds Ford, as shown in the developer’s DEP Chapter 105 permit filings dated 9/15/2022. In addition, significant grading and infrastructure work is proposed within the PennDOT right-of-way along Ridge Road, which is entirely in Chadds Ford, as noted in the Township’s December 10, 2025 PennDOT intervention filing.


Because the property and proposed improvements cross municipal boundaries, both Townships have jurisdictional interests. Under the Pennsylvania Municipalities Planning Code, municipalities must plan cooperatively when land crosses township lines. 

History

 Previous development proposals for this property have faced strong opposition from the community for a variety of reasons, reflecting widespread concern about traffic, safety, and the character of our neighborhoods. 


The site also has a documented history of litigation, which has been reported in local media. Notably, the former developer remains the mortgage holder for this parcel, adding another layer of complexity to the ongoing development discussions.


These facts highlight why the community remains vigilant and why active participation in hearings and reviews is so important.
